Instructor/Moderator: Tammy Rimes, MPA

Tammy Rimes served as the former Purchasing Agent for the City of San Diego, the nation’s 9th largest City, during a time of tremendous challenges -  2007 Witch Creek Fires; the Mt. Soledad landslide; and first-time centralization of all contracting operations.  The City of San Diego won the NPI Achievement in Excellence Award every year during her leadership.  As a keynote speaker and trainer, she educates and trains purchasing teams with ways to help motivate their teams, handle complex procurements, and be ready for emergencies.

Plotting the Course to Effective Contract Management

In public procurement, much of the energy and time is spent on the front end of the process - developing the specifications, defining the customer needs and crafting the documents.  How do you decide to go out to bid or if you should select someone else’s contract to obtain those goods and services. And once a contract is adopted and in place, how do you teach your customer departments to truly manage that contract through the next few years?  Putting a contract in place is just the start – the real value is brought to any organization when the actual management of the contract is done correctly.

Guest Panelists: Melissa Yusilon, Director of Supply Chain Services for City of Los Angeles, CA; Bill Munch, Director of Procurement Compliance, Outreach and Education for The Valley Schools Management Group (VSMG) and 2016 Winner of NIGP Manager of the Year Award; and Beth Fleming, Director of Purchasing for Denton County, Texas.

Emergency Preparedness: Batten Down the Hatches

Emergencies are occurring all over the nation. Along with Police and Fire, Purchasing teams are first responders as well.  There is no practice run when a real emergency occurs. Is your own procurement department ready?  Do you have the knowledge and appropriate contracts already in place to be able to respond?  FEMA has its own set of requirements for reimbursement…learn from those in the procurement professional who have had to deal with them.  When the tornadoes and hurricanes are swirling, it’s purchasing that is one of those departments who needs to rise to the challenge.

Guest Panelists: Sarah Allen, Chief Procurement Officer for the State of Hawaii; Darren Muci, Division Director of Operations for the Wichita (KS) Public Schools – Unified School District 259; Kimberly Massie, Director of Procurement for Horry County Government; and Kelly Reagan, Fleet Manager for City of Columbus, Ohio and 2016 Public Sector Fleet Manager of the Year.

Walking the Plank: Negotiations, Protest and Conflict Management

No one tells you about the tough parts of purchasing – when customers aren’t happy, and with tough situations to handle. Whether it is negotiating a tough contract, handling a protest, or managing conflict among your customer department and suppliers, discover the right steps and techniques to mitigate conflict.  Most of the time, our contract processes run smoothly, but this webinar will help you be better prepared when they don’t.  Your peers will unveil ways that helped them respond to those difficult parts of our job.

Guest Panelists:  Jason Soza, Chief Procurement Officer at State of Alaska; Craig Radar, Purchasing Agent for County of Sacramento and current President of CAPPO; and Harry Smithson, Procurement Services Manager at Old Dominion University, VA.
